Clerics and healing
Well I think your need normals even in medium magic worlds, and even most high magic worlds.
Two weeks ago at a tourney the players where playing 9+ characters with followers, and rather deal with the monsters themselves decided to hire some more troops and take the fighters and clerics followers on the march.
They only had one 9th level cleric, the player characters- admittedly they could have had some 1st level clerics along as new henchmen -but the none the less after the first wandering encounter they where ambushed by arrow fire, not killing any one but badly hurting about 60 men.
They drew the white flag, made peace with the monsters but then had to heal up. With 60 men, some in the negatives it took over 10 days to field the army with the cleric converting every spell he had into cures . . .
And of course I added the realistic factors of being in pain and what not, so really most of the men where not be treated at all for some time but anything but fellow soldiers who really should not be doing medical treatment. At the very least you need nurses an wound binders if not full medical personal - after a battle their are just to much wounded, and clerics might be among them.
The logic you suggest makes sense.
